Contracts

OLA advises on contracts and agreements to which the Agency is a party, including agreements concluded by means of a memorandum of understanding (MOU) or an exchange of letters. However, only authorized Contracting Officers can enter into contracts for goods and services on behalf of the Agency. They are DIR-MTGS or DDG-TC (for TC funds), or staff members designated in accordance with Financial Rule 110.33. Where the contract involves the procurement of goods or services by the Agency the Allotment Manager should contact the appropriate Contracting Officer, who will obtain OLA's advice as appropriate. OLA is also a member of the Procurement Authorization Committee (PAC), the terms of reference for which are set out in AM.I/14, Appendix C.
